“Es handelt sich bei kollektiven Gewalttaten in der Regel nicht um unerklärliche Eruptionen, sondern um wiederkehrende soziale Vorgänge mit einem Anfang, einem Mittelteil und einem Schluss, und diese Vorgänge werden von denkenden Menschen und nicht von Berserkern erzeugt. Genozidale Prozesse entwickeln freilich selbst eine innere Dynamik – im Mittelteil wird möglich, was zu Anfang noch noch ganz undenkbar erschien -, und Gewalt selbst ist nicht prinzipiell destruktiv: Sie hat am Schluss eine neue Struktur geschaffen, die vor der Gewalt noch nicht da war. Ob diese Struktur im Ergebniss in Staatsbildungsprozessen nach ethnischen Kategorien oder etwa in einer nachhaltigen sozialpsychologischen Wirkunf wie der, dass man sich Juden nach dem Holocaust vor allem als Opfer vorstellt, ist an dieser Stelle unerheblich – es geht darum, Gewalt in ihrer strukturbildenden Funktion zu verstehen und Gewaltakteure als denkende Menschen zu beschreiben, um das Entstehen genozidaler Prozesse dann beobachten und womöglich verhindern zu können, wenn sie noch im Werden sind.” (S. 14f)
